With the Manning verdict pending, I thought it might interest folks in what Congress’s research arm, the Congressional Research Service, has had to say about this topic:

Right now, only one bill before Congress–HR 2818–would actually make it a firing offense to retaliate against whistleblowers. If you want to make it harder for federal employees–civilian or military–to suffer the fate of Tom Drake, Bradley Manning, or Edward Snowden, call you House member and demand they co-sponsor HR 2818.
